BTRi Strategic Dialogue: Connecting Innovation to Impact

On 22 July 2026, the Building Technology Research Institute (BTRi) successfully hosted the BTRi Strategic Dialogue: Connecting Innovation to Impact, bringing together over 200 representatives from government, academia and industry to turn breakthrough innovations into tangible and measurable outcomes for Hong Kong’s construction industry.  

Opening the Dialogue, Ir HON Chi-keung, Chairperson of BTRi, highlighted BTRi’s achievements since its establishment: “BTRi’s initiatives are projected to deliver HK$3.1 billion in annual cost savings for construction projects – a significant figure that underscores BTRi’s role in driving cost-efficiency across the industry.” Beyond cost, BTRi-led projects have delivered marked gains in construction efficiency, site safety and overall project quality.

Six Key Alliances to Drive Construction Innovation 

A cornerstone of the event was the signing of Memoranda of Understanding (MoUs) between BTRi and six partners — the Chinese University of Hong Kong, the Hong Kong Science and Technology Parks Corporation, the Hong Kong Productivity Council, the Hong Kong Applied Science and Technology Research Institute, the Hong Kong Quality Assurance Agency, and CMA Testing. These collaborations bring together academia and industry to drive innovation, advance standards, and strengthen accreditation – advancing the construction industry and tackling its toughest challenges.

Expanding the Reach of CPAS through Strategic Collaboration 

Launched in September 2025, the Construction Products Accreditation Scheme (CPAS) stands as a government-recognised accreditation scheme for construction products. To broaden its strategic reach and deepen its impact, BTRi signed a CPAS Strategic Collaboration Agreement with five partners, including Guangdong Provincial Academy of Building Research​ Group Co. Ltd. (廣東省建築科學研究院集團股份有限公司), Guangdong Building Materials Association (廣東省建築材料行業協會), Shenzhen Green and Intelligent Construction Association (深圳市綠色與智能建造學會), Beijing Glodon Square Technology Co., Ltd.​ (北京廣聯達平方科技有限公司), and Sunrise Green Technology Limited (海旭綠碳科技有限公司), advancing the adoption of quality-assured, cost-effective construction products across Hong Kong.

Recognising Excellence in MiC Manufacturing 

Since its rollout in November 2024, the Modular Integrated Construction Manufacturer Accreditation Scheme (MiC-MAS) has played a pivotal role in reinforcing the MiC module supply chain and raising the standards for the quality and reliability of MiC modules. At the event, the BTRi presented accreditation certificates to the MiC-MAS’s newly accredited manufacturers, recognising their outstanding performance in quality and production standards.

A Dialogue Anchored in Three Strategic Themes 

The dialogue brought into focus three defining themes that chart the industry's path forward. 

Empowering Applied R&D: Beyond Cost Optimisation explored how research-driven innovation delivers lasting value that transcends cost savings alone. Advancing Standards: Driving Cost Efficiency, Co-creating Excellence highlighted how local standards review holds the potential to generate billions in industry-wide savings. Driving Value through Accreditation: Elevating Quality, Unlocking Opportunities, underscored how accreditation drives quality, fosters trust, and creates new market opportunities.  

Bringing the dialogue to a close, Ir WONG Kwok Fai, Alfred, Chief Executive Officer of BTRi, reaffirmed: “Through closer collaboration with government, academia, and industry, BTRi will scale these solutions across more projects – proving that collective effort turns innovation into lasting impact.”
