Ir HON Chi-keung, GBS, JP
Ir HON Chi-keung, GBS, JP has over 40 years of experience working in the engineering profession and public administration. Ir. Hon joined the Government since 1983 and was the Director of Civil Engineering and Development from 2011 to 2015 and Permanent Secretary for Development (Works) from 2015 to 2018. During his tenure in the Development Bureau, he instigated the regeneration of the construction industry by advocating the “Construction 2.0 – Time to change” roadmap and strengthen the leading role of Hong Kong construction industry and promote long term sustainable development in the industry.
Ir Hon holds a Bachelor of Science degree in Engineering and a Master degree in Public Administration from the University of Hong Kong. He also holds a degree in Bachelor of Laws (external degree) from University of London. He is a fellow of the Hong Kong Institution of Engineers, the Institution of Civil Engineers and the Hong Kong Academy of Engineering Sciences.
Ir Hon was awarded the Gold Bauhinia Star in 2018 for his exemplary contributions to the areas of infrastructure development and promotion of quality improvements in the construction industry. He has served as the Chief Executive and Secretary of the Hong Kong Institution of Engineers from 2020 to 2023. He is currently a Board member of the Hong Kong Science and Technology Parks Corporation.

Dr CHAN Ka-kui, GBS, JP is currently the Non-Executive Director of the Urban Renewal Authority Board. Before his tenure in the Urban Renewal Authority, Dr. Chan served as the Chairman of the Construction Industry Council from 2016 to 2022. During his six-year of tenure, he led the Construction Industry Council to successfully implement various initiatives to improve the overall performance of the construction industry.
Dr Chan graduated from the then Hong Kong Polytechnic, and is a Registered Professional Surveyor and a Fellow Member of the Hong Kong Institute of Surveyors with over 40 years of experience in the construction field.
As a tribute to his outstanding achievements in the construction industry, Dr. Chan was appointed by the Hong Kong Construction Association as its first ever Honorary Supervisor in 2021. He was further awarded the Gold Bauhinia Star by the HKSAR Government in the 2022 Honours List. He also conferred the degree of Doctor of Social Sciences honoris causa from the Hong Kong Metropolitan University in the same year.

Ir John KWONG, BBS possesses over 30 years’ experience in overseeing and delivering a wide range of major projects in various Government Bureaux and Departments.
Ir Kwong graduated from the University of Hong Kong and obtained several postgraduate degrees in engineering and laws.
Ir Kwong established the Project Strategy and Governance Office (PSGO) of the Development Bureau in 2019. During his tenure, he oversaw the Capital Works Program to ensure the portfolio of public works projects were delivered in a timely and cost-effective manner. He was also responsible for formulating strategies to strengthen governance and enhance the performance of capital works projects as well as the construction industry. He is currently the Vice-President for Development at The Hong Kong University of Science and Technology.

Professor Wei PAN is Head of Department of Civil Engineering of The University of Hong Kong, where he is also Executive Director of Centre for Innovation in Construction and Infrastructure Development and Director of MiCLab and NetZeroLab, and former Acting Executive Vice-President (Administration and Finance) and Associate Vice-President (Research and GBA). He is a world-leading scholar in modular integrated construction (MiC), sustainable infrastructure and lifecycle carbon assessment.
He has 30 years of experience in engineering education, research and development, and management, having authored over 380 publications being a Top 1% scholar worldwide and a global most impactful scholar in civil engineering by citations. He is Chartered Builder, Chartered Environmentalist, Member of the American Society of Civil Engineers, and Fellow of the Higher Education Academy, the Institution of Civil Engineers and the Hong Kong Institution of Engineers.
Professor PAN holds a Bachelor of Engineering degree (Outstanding) in Civil Engineering from Hunan University, and a Master of Science degree (Distinction) in Construction Project Management and a PhD degree in Construction Management from Loughborough University. He achieved many awards including Distinguished Young Investigator of China Frontiers of Engineering in 2019, Chief Executive’s Commendation for Community Service in 2020, and MiC Outstanding People in 2022.

Ir LO Kwok-kuen, Joseph, JP is the Head of Project Strategy and Governance Office of Development Bureau leading the dedicated office with multi-disciplinary professionals for formulating strategic initiatives to promote innovation, strengthen project governance and uplift performance of public works.
Ir LO graduated from the University of Hong Kong and is a fellow of the Hong Kong Institution of Engineers. He joined the Government in 1999 and has since then worked in Development Bureau and various government departments including the Highways Department and Civil Engineering and Development Department.

Sr SIN Kwok-leung, Alan is the Deputy Director of Architectural Services overseeing the Department with around 2,000 multi-disciplinary professionals, technical and site supervisory staff for design, construction and maintenance of Government buildings and facilities, and provision of technical advisory services.
Sr SIN is a Registered Professional Building Surveyor, Fellow of the Hong Kong Institute of Surveyors and BEAM Professional with Master Degree in Construction Management. He has over 30 years’ experience in the construction industry. He joined the Architectural Services Department in 1992. Since then, his career has been closely associated with project management, maintenance and improvement of government buildings and facilities.

Sr Pelene NG is the Deputy Director of the Buildings Department. She has been working in the Buildings Department for about 30 years and administering the Buildings Ordinance for the control of existing private buildings and new private developments. She is a professional building surveyor and holds a Master of Science degree in Fire and Safety Engineering.

Ir Harry MA Hon-ngai, JP is an engineer by profession with over 30 years of experience in the civil engineering industry. Ir MA joined the Hong Kong Government in 1992 and has served in various government offices including the Highways Department, the Transport Department, the Development Bureau and the Civil Engineering and Development Department (CEDD). He is currently the Deputy Director of the CEDD, responsible for the overall management of the CEDD and the administration of the Headquarters.
Ir MA has been working in different government departments and possesses rich experience in a wide range of infrastructure projects. He is now leading the development and application of innovation technology and construction digitalisation in works projects of the CEDD.

Ir CHAN Pak-cheung is the Deputy Director of the Electrical and Mechanical Services Department. He is responsible for overseeing the enforcement of legislations in ensuring public safety on using electricity, gas, lifts and escalators, railway and other electrical and mechanical installations, and promoting energy efficiency and conservation.
Ir CHAN has been working in the government for over 30 years and taken up professional and managerial roles in the areas of engineering services, project management and regulatory enforcement. He is a fellow member of the Hong Kong Institution of Engineers in the building services, electrical and energy disciplines. He received his bachelor degree in electrical and electronics engineering and master degree in building services engineering from the University of Hong Kong.
