Ir WONG Kwok-fai, Alfred
Ir WONG Kwok-fai, Alfred is the Chief Executive Officer of the Building Technology Research Institute (BTRi), bringing over three decades of exemplary leadership in public service and engineering.
Ir Wong started his career as a professional by joining the Government in 1993 and has held various key leadership positions, including Deputy Director of Water Supplies in Water Supplies Department, where he oversaw water supply policies, large-scale infrastructure projects, and drinking water quality standards. When working as the Principal Assistant Secretary (Works) in Development Bureau, he led critical initiatives, including construction materials policies, Building Information Modelling (BIM) implementation, underground utility database establishment and construction security of payment legislation formulation, reinforcing Hong Kong’s leading position in construction and infrastructure development.
Ir Wong holds a bachelor’s degree in Civil Engineering and a master’s degree in Public Sector Management. A strong advocate for technological advancement, he is committed to fostering research and innovation to enhance Hong Kong’s built environment.

Ir LEE Tai-on
Ir LEE Tai-on is the Section Head (Applied R&D) at the BTRi, with over 40 years of experience in engineering and public service. He previously held senior roles in the Water Supplies Department (WSD), including Assistant Director (Mechanical & Electrical) and Chief Electrical & Mechanical Engineer, leading infrastructure operations and project development.
Ir LEE began his career in 1983 after earning a BSc in Electrical Engineering from the University of Hong Kong, completed Scheme A training at Hongkong Electric, and joined WSD in 1987. He became a Chartered Electrical Engineer in 1990 and after retirement, continued serving as Team Leader for M&E Projects of WSD from 2023 to 2025.
Ir LEE has extensive expertise in M&E system management, project delivery, innovation and technology applications, and departmental administration. He remains committed to advancing public infrastructure through engineering excellence and applied research.

Ir YIP Chi-wang
Ir Yip Chi-wang, Johnny, is the Section Head at the BTRi. He is a Registered Professional Engineer with over 25 years of experience in design and construction, project management and public service for various types of projects. Ir Yip holds a Bachelor degree in Civil and Structural Engineering from Hong Kong University of Science and Technology and a Master degree in Project Management from The Hong Kong Polytechnic University.
After graduation, Ir Yip worked for renowned consultants, responsible for numerous large-scale commercial and residential developments. He subsequently joined the Buildings Department (BD), where he was responsible for approving building plans and conducting site monitoring to ensure compliance with relevant statutory regulations and standards.
Ir Yip was seconded by the BD to the BTRi in 2025 and is dedicated to uplifting and advancing local building standards, formulating applicable standards for new materials and technologies.

Ar Fong Chi-hang, Colin
Ar FONG Chi-hang, Colin is the Section Head (Accreditation, Certification and Testing) of BTRi. He is a Registered Architect and a member of the Hong Kong Institute of Architects, with over 20 years of experience in architectural design and project management. He successfully delivered numerous large-scale building projects in Hong Kong across healthcare, transport infrastructure and institutional sectors. He holds a master’s degree in Architecture from the University of Hong Kong.
Prior to his secondment to BTRi, Ar Fong served as the Assistant Secretary at the Project Strategy and Governance Office (PSGO) of the Development Bureau. He was responsible for formulating strategies to strengthen project governance and cost management, devising capability programmes to uplift project delivery, and advocating high productivity construction methods including Modular Integrated Construction (MiC).
Ar Fong has been with BTRi since its establishment in 2024 and is currently overseeing the implementation of different strategic accreditation and certification schemes, with a view to setting industry benchmarks and enhancing quality assurance for the construction sector.
