BTRi Supports the First Five-Year Plan and the 2026 Policy Address in Driving New Development Opportunities for the Construction Industry

Building Technology Research Institute (BTRi) welcomes the Chief Executive’s announcement of the First Five-Year Plan for Economic and Social Development of the Hong Kong Special Administrative Region (2026-2030) (Hong Kong’s First Five-Year Plan) and the 2026 Policy Address, which introduce a range of strategic initiatives to create new momentum for the development of the construction industry across the Guangdong-Hong Kong-Macao Greater Bay Area (GBA). 

Ir HON Chi-keung, Chairperson of BTRi, expressed his full support and confidence in the Hong Kong’s First Five-Year Plan, “Hong Kong will leverage GBA’s industrial output capacity and its module production capabilities to foster the collaborative enhancement of construction supply chains, particularly about the Modular Integrated Construction (MiC) and Multi-trade Integrated Mechanical, Electrical and Plumbing (MiMEP). We will also promote the wider use of the advanced construction technologies and new materials of our country and therefore assist in the development and recognition of GBA standards and GBA certification, pursuing the GBA as a world-class hub for building technology and construction.” 

Looking ahead to the opportunities arising from the 2026 Policy Address, Ir HON again voiced his full support, “BTRi’s review of the first batch of local standards has already brought significant benefits to the industry. We will review the second batch of construction standards and requirements, to further enhance work efficiency, shorten construction periods, and further reduce costs. BTRi will also formulate a series of technical requirements and guidelines on innovative technologies, including those for construction robots and MiC. In addition, we are jointly formulating GBA construction standards with the relevant authorities in Guangdong Province, assisting construction enterprises in Hong Kong and the Mainland to leverage Hong Kong’s testing and certification platforms to enter the global market.”  

Ir HON stated that BTRi will leverage Hong Kong’s unique strengths and its role as an international platform for the Mainland’s innovative construction technologies, materials and products to go global. “BTRi will continue to promote the Construction Product Accreditation Scheme (CPAS) and the Modular Integrated Construction Manufacturer Accreditation Scheme (MiC-MAS) in the GBA, extending to other Mainland provinces and municipalities as well as the Belt and Road countries. We will actively serve as the ‘super connector’ and ‘super value-adder’ linking the GBA with global markets.”
