Effective Immediately: MiC-MAS Accreditation as an Essential Requirement for Approved MiC Suppliers in Public Works

Pursuant to Development Bureau Technical Circular (Works) No. 2/2026 issued on 9 February 2026, for capital works projects with tenders to be invited on or after 1 April 2026, the Government shall adopt the Building Technology Research Institute (BTRi)’s list of accredited MiC Manufacturers (both Full Certificate and Provisional Certificate) under the MiC-MAS as the list of approved MiC suppliers for public works, either under a direct supply contract or through a sub-contract with the building contractor. Manufacturers holding provisional accreditation could supply MiC modules with a value not exceeding HK$400 million.

BTRi welcomes the recognition by the Development Bureau, which underscores the strategic role of MiC-MAS in advancing quality, productivity and efficiency in public works delivery, as well as supporting the long-term development of a robust MiC supply chain for Hong Kong.

Commissioned by the Development Bureau, the BTRi implemented the MiC-MAS to strengthen the MiC module supply chain and elevate the standards and reliability of MiC modules. The Scheme ensures accredited manufacturers adhere to rigorous production processes and quality benchmarks, reinforcing industry trust and professionalism.

In addition, MiC-MAS provides an assurance of MiC manufacturing quality and compliance, enabling MiC manufacturers to be recognised as approved suppliers for public works in Hong Kong. This recognition enhances their international competitiveness and strengthens overseas clients’ confidence, paving the way for successful global expansion.

On the basis of the above advantages, accredited manufacturers are therefore able to enjoy streamlined procedures with the Buildings Department and Water Supplies Department, as set out in PNAP ADV-36 issued in July 2025 and WSD Circular Letter No.13/2025 issued on 19 November 2025, respectively. These measures reduce administrative burden and expedite regulatory approvals, further reinforcing the advantages of MiC-MAS accreditation.
