BTRi Welcomes 2025 Policy Address to Enhance Construction Cost Effectiveness via Multiple Initiatives and Promote Synergised Development of the Construction Industry in the Greater Bay Area

Building Technology Research Institute (BTRi) welcomes the various key initiatives announced by The Chief Executive in his 2025 Policy Address, which aim at enhancing the construction cost effectiveness and streamlining approval procedures. These include a review of Hong Kong's construction standards and the establishment of a central database for construction products.

Ir HON Chi-keung, Chairperson of BTRi, expressed his full support for the Policy Address: “We will review Hong Kong's construction standards and requirements, focusing on those long-standing standards that have a significant impact on costs (including concrete strength and load bearing capacity of foundations) for optimization. Cost effectiveness will be enhanced by introducing more precise parameters while ensuring compliance with safety standards. Besides, we will certify construction products and establish a central database to expedite the approval process, facilitating the broader adoption of high-quality and cost-effective construction products from both Mainland and overseas markets in Hong Kong. Furthermore, we have already commenced the formulation of Greater Bay Area Standards for innovative materials and technologies, such as high strength steel and Modular Integrated Construction, with a view to facilitating the synergised development of the construction industry in the Greater Bay Area.”

Moving forward, BTRi will continue to dedicate efforts to driving applied research and development, advancing standards, and providing accreditation, certification, and testing services to support Hong Kong’s future infrastructure development.
