MOHURD Delegation Visits BTRi to Advance Innovation in Construction Across the Mainland and Hong Kong

4 November 2026

On 29 October 2026, a delegation led by Mr Li Xiaolong, Chief Engineer of the Ministry of Housing and Urban-Rural Development (MOHURD) visited the Hong Kong Building Technology Research Institute (BTRi), where it was received by Ir HON Chi-keung, GBS, JP, Chairperson of BTRi. At the meeting, BTRi outlined its work directions and future development plans to the delegation, and both sides held in-depth discussions on building technology, standardisation, accreditation and certification, and the innovative development of the construction industry.

Ir HON Chi-keung, Chairperson of BTRi, said the nation is driving high-quality development of the construction industry through intelligent construction, industrialisation and green, low-carbon technologies, with Hong Kong at a pivotal point in its own transformation. The Hong Kong's First Five-Year Plan and this year's Policy Address have given BTRi a clear mandate to work with Mainland counterparts on Greater Bay Area (GBA) Standards and extend accreditation schemes across the GBA and beyond. He also highlighted that the two places’ distinctive regulatory frameworks, technical standards and professional systems are an important basis for mutual learning and complementing each other's strengths, and that promoting standards convergence, aligning rules and enabling smooth resource flow will shape the next stage of collaboration.

Taking Modular Integrated Construction (MiC) as an example, BTRi is exploring a collaboration model in which R&D and manufacturing take place in the GBA, verification and value-adding take place in Hong Kong, and international markets are explored together. In conjunction with the development of the Northern Metropolis, this approach could be extended to more innovative construction technologies. Looking ahead, BTRi will continue to focus on standards synergy, accreditation and certification, and its "super-connector" role, establishing closer partnerships with MOHURD and relevant Mainland counterparts, and contributing to the GBA and to the high-quality development of the nation's construction industry.
