Effective Immediately: CPAS-Approved Products Are Accepted for Capital Works Projects
Following the announcement in the Chief Executive’s 2025 Policy Address, the Building Technology Research Institute (BTRi) launched the Construction Product Accreditation Scheme (CPAS) on 29 September 2025 to accredit construction products and promote local application of high-quality and cost-effective construction products from the Mainland and overseas.
Pursuant to the latest memo issued by the Development Bureau, project teams of capital works projects will accept CPAS-approved products with valid live certificates with immediate effect. Furthermore, BD and WSD will recognise the CPAS certificate as a demonstration that a particular construction product fulfils the relevant acceptance criteria under the Central Data Bank of the Buildings Department and the General Acceptance system of the Water Supplies Department.
