Job Description
The Chief Executive Officer (CEO) of BTRi is directly accountable to the Board of Directors (the Board) for the performance and overall administration of BTRi.
The CEO is responsible for leading BTRi in driving its strategic vision and excellence. In particular, the CEO is to oversee the core businesses areas of driving applied R&D; advancing industry standards; and building up the accreditation, certification and testing capabilities for the construction industry – with the overarching goal of spearheading construction innovation and enabling a high-performing industry and sustainable built environment in Hong Kong.
The key responsibilities of the CEO include:
Providing visionary leadership and strategic direction to position BTRi as a champion of innovation and a key enabler for the construction industry in Hong Kong and the GBA;
Formulating and implementing BTRi's long-term strategic goals and corporate vision, ensuring alignment with industry trends and government policies;
Identifying and capitalizing market opportunities for the growth of BTRi and construction industry;
Building and nurturing strategic partnerships with international, mainland, and local counterparts, fostering a shared culture of innovation and collaboration across the construction ecosystem
Overseeing day-to-day operations of the BTRi, including driving applied R&D, uplifting standards, building up the accreditation, certification and testing capabilities of the construction industry;
Ensuring effective governance and reporting to the Board, including regular updates on work plans, budget, staffing, and other administrative and management matters; and
Representing BTRi externally, articulating its vision and values to stakeholders, the media, and the wider community.
Desirable Attributes
The CEO is expected to be a seasoned, forward-looking, and visionary senior executive in the construction industry with strong strategic vision. The successful candidate should demonstrate the following attributes with evidence:
Visionary and strategic mindset – Ability to anticipate future trends, articulate a compelling vision for the industry, and translate that vision into actionable strategies that drive meaningful change;
Strong commitment to innovation - Passion for advancing construction technology and practices to benefit the industry;
Inspirational leadership – A proven leader who can inspire, motivate, and influence both internal teams and external stakeholders, driving impact and managing change effectively;
Deep industry knowledge – Substantial experience in the implementation of construction projects, and thorough understanding of the culture and systems of both public and private sectors;
Extensive networks – Well-established connections and strong working relationships with relevant government bureaux/departments, academia and industry stakeholders;
Integrity and reputation – A person of high integrity with a respectable standing and credible reputation in the construction industry; and
Academic and professional excellence – Relevant academic and professional qualifications, with over 25 years of professional experience in construction, and remains actively engaged in the industry.

The Section Head (SH) serves as the leader of their respective Section, reporting directly to the CEO, and is fully accountable for the Section's business development, profitability, operational performance, staff development, and succession planning. The SH is expected to drive business growth and ensure the quality and timely delivery of all project outputs.
The SH represents BTRi professionally to the industry, nurtures key client relationships, and identifies new business opportunities. The role requires a balance of technical expertise, business acumen, and leadership – positioning the SH as a key strategic deputy to the CEO. With clear KPIs and regular performance reviews, the SH and their team are expected to foster ownership and performance excellence across BTRi.
Key Responsibilities
Drive business development initiatives, identify new market opportunities, and ensure the profitability and sustainable growth of the Section, while contributing to the Company's overall strategic objectives, as directed by the CEO;
Closely monitor and maintain a high level of involvement in project delivery and quality management, ensuring all outputs meet the required standards and are delivered on time;
Lead and supervise staff teams, driving a high-performance culture through effective people management, quality assurance, and staff development;
Build and nurture strategic partnerships with international, Mainland, and local counterparts, fostering a shared culture of innovation and collaboration across the construction ecosystem;
Oversee effective governance and reporting to the Board and CEO, including regular updates on work plans, budget, staffing, and other administrative and management matters; and
Represent BTRi externally, articulating its vision and values to stakeholders, the media, and the wider community.
Desirable Attributes
Leadership capability - Proven ability to lead, motivate, and supervise teams, with a track record of driving performance excellence;
Industry expertise - Deep knowledge across applied R&D, standards advancement, and accreditation, certification, and testing, with recognised expertise in at least one of these areas; and a thorough understanding of the culture and systems of both the public and private sectors;
Project management - Ability to independently execute complicated projects with a strong focus on quality and timely delivery;
Communication and interpersonal skills - Excellent communication and stakeholder management skills, with the ability to represent BTRi professionally to external stakeholders;
Extensive networks - Strong connections with relevant government bureaux/departments, academia, and industry stakeholders;
Integrity and reputation - A person of high integrity with a respectable standing and credible reputation in the construction industry; and
Academic and professional excellence – Relevant academic and professional qualifications, with over 15 years of professional experience in construction, and remaining actively engaged in the industry.

Responsibilities
Assist supervisor and to formulate strategy on the development of innovative solutions for the construction industry;
Monitor the R&D projects progress, including technical and financial aspects and other project administrative tasks;
Prepare related documentation, including tender documents, proposals and reports;
Collaborate with other researchers, industrial partners, local and overseas universities and other stakeholders; and
Perform any additional duties as assigned by the supervisor.
Requirements
A Bachelor’s degree or above preferably in construction related disciplines;
Working experiences related to construction industry (e.g. structural, civil, geotechnical, architectural work, environmental, building services works);
Strong team spirit and excellent interpersonal skills, pro-active and can work independently with high sense of responsibility; and
Proficiency in written and spoken English and Chinese.
Salary and Benefits
We offer a 5-day work week and attractive remuneration package i.e. medical benefits and annual leave to the successful candidates. Salary will be commensurate with qualifications and experience.
